Frequently Asked Questions

Q. who are the alliance water participants?

A. Alliance Water is sponsored by the cities of Buda, Kyle, and San Marcos and the Canyon Regional Water Authority.  Alliance Water also has an agreement in place with the Guadalupe-Blanco River Authority to share in water treatment and treated water pipelines to deliver water to the cities of Lockhart and New Braunfels along with the Goforth Special Utility District.  There are no other entities, public or private, involved in the project.

Q. what is a regional water authority?

A. It is a political subdivision of the State of Texas created by the Texas Legislature.  Alliance Water was created through the passage of Senate Bill 1198 in the 85th Texas Legislature.  A regional water authority may develop water supply, transport water, and/or develop wastewater treatment facilities.   Further, it allows multiple entities to work together to improve the economies of scale on water (or wastewater) projects that would otherwise be cost prohibitive.  Finally, a regional water authority like Alliance is subject to Open Meetings Act and Public Information Act.

Q. will i be able to connect to the water line?

A. No, this pipeline is a transmission line only. No one will be able to connect to it.

Q. where will the easement be?

A. Where we can follow property lines or share existing easements, we attempt to. However, this is not always possible. If the pipeline crosses your property, you will be given the name of a land agent who will be able to provide you with information as to the intended location of the easement for your property.

Q. will there be restrictions on my land?

A. There are relatively few restrictions on the easement. You can grow crops, graze cattle or livestock, and build a driveway or road. You cannot build any permanent structures. Alliance Water will maintain the easement for you.

Q. is alliance water affiliated with any other pipeline projects?

A. Alliance Water and GBRA are working together on their respective water pipeline projects where possible to reduce cost to the respective water customers.  Alliance Water is not a participant with any other pipeline projects that are currently underway in the region.

Q. what is the project’s scheduled completion date?

A. This is a long-term project, with full completion set for 2023. Please view our project timeline below.
